Zhel Ustaushylar LLP
Headquartered in Astana, Kazakhstan. The founding entity and primary operating company for wind measurement campaigns across Kazakhstan, Kyrgyzstan, Georgia and the UAE.

Independent resource assessment and engineering across Central Asia and beyond — operating to international standards from offices in Kazakhstan and Uzbekistan.
Zhel Ustaushylar was founded in Kazakhstan in 2013 with a single focus: providing accurate, independent wind measurements to the growing renewable-energy market in Central Asia. Over more than a decade we have grown from a local measurement company into the region's leading provider of wind and solar resource assessment.
In 2024 we expanded into Uzbekistan, establishing Veshparkar LLC in Tashkent to serve the rapidly developing sector there. Today the two entities operate under one brand, one quality standard, and one management team.
We have installed over 100 met masts and LiDARs — reaching heights of up to 140 m — and conducted energy-yield assessments for wind farms totalling more than 1500 MW of capacity. Our clients include major international energy developers, oil & gas companies, mining operators and engineering firms.
We operate through two legal entities — one in Kazakhstan, one in Uzbekistan — plus a branch office in Kyrgyzstan, enabling local contracting, local teams and local compliance across our markets.

A branch of Zhel Ustaushylar LLP in Bishkek, supporting wind-measurement campaigns and field operations across Kyrgyzstan’s high-altitude terrain.
Our measurement campaigns and engineering studies comply with the international standards required by project lenders, independent engineers and energy regulators.
We own and operate our equipment — no third-party rental delays. Met masts, LiDARs, sensors, data loggers and autonomous power supplies are available from our own stock.
We work with leading measurement-equipment manufacturers and hold official partner status — ensuring direct access to the latest technology and manufacturer support.
Direct supplier of Ammonit data loggers, sensors and met-mast accessories for Kazakhstan and Uzbekistan. Full manufacturer support and warranty service.
Authorised to deploy and service ZX Lidars products across the region. Only ZX Trusted Service Providers use authentic ZX Lidars hardware, ensuring measurement excellence.
Industry-standard wind-energy software for energy-yield assessment, wake modelling, micro-siting and bankable reports accepted by international lenders.
Dynamic PV simulation software for solar resource assessment, system design and bankable energy-yield reports for photovoltaic project financing.
Three principles guide how we work on every project, for every client.
We have no financial relationship with any turbine manufacturer, panel supplier or project developer. Our measurements and assessments are produced solely in the interest of accuracy and completeness.
Every campaign follows IEC and MEASNET protocols. We use calibrated equipment, maintain rigorous data quality control and deliver results that international financiers can rely on.
Our permanent field teams in Kazakhstan and Uzbekistan understand local permitting, logistics, customs and terrain. We mobilise fast and operate reliably in remote, extreme conditions.
